The help button shall open the online help page of the current active tab instead of the index of the online help.

new HelpContentsAction added instead of ActionFactory.HELP_CONTENTS,
which is attached to the help button (question mark)

this action looks for the first topic in the HelpSystem topic tree with
id matching the id of the active part reference

help button tooltip #39, the tooltip is just "Help" because how the help
e86060d 
is shown is not important for a user, important is: if user needs help,
he can find the button and gets information he needs. Also no reference
to "active plugin" because this term is technical
