The focus of this proposal seems clear. I am not familiar with the policy(SC-ST). I can see you want to estimate the impact of that policy on anthropometric and educational outcomes of children, especially for the lower Caste children. Here, I have several comments on your proposal.

• I think there should be more explanation about the new policy. Since I am not familiar with the politics and culture in India, I am still confused with the new policy(SC-ST).
• What is the mechanism of the causal inference? How will the new policy affect the children? I think there should be a description of the mechanism.
• You are going to choose a comparison group using Propensity Score Matching. Why do you need to use PSM?

I am not sure about the detail, but it seems like you have a good research question. Overall, it's a good proposal!
