Reported by Emil: conference does not work when we join early and wait for too long for the others to join.

The issue was caused by focus not being an admin of muc component.

We need to adjust Debian package to configure focus user below muc component declaration.

And the issue was not related to waiting for too long. It's symptopms are that we join the room, get moderator rights, others join, but nothing happens. Reloading the page does not help.

Damian reported that Debian packages already configure it this way and meet.jit.si site has manual config.

Wrong commit has been referenced as a fix. It's not committed yet.
