Switch to Vitest

Description

• Switch to Vitest
• Update tsconfig.jsons to prevent extending Vite global types (maybe tsconfig.base.json)
• Update dev script to watch tests and rebuild (might need to use ts directly locally)
  • Do a test release before merging
    Seems like src still gets included but that's an upstream issue (Original main file included in published package when using publishConfig.main pnpm/pnpm#4195)
