Whitespace characters table is missing a row

The table in section 7.2 lists \uFEFF and Other category “Zs” in the same table row. They should probably be separate rows.

This quirk is in the ES5 Word document, but only apparent in HTML because the stylesheet puts lines between table rows (the Word document doesn't).

However the quirk is gone in the ES6 draft spec, so I'll close this. For general table border horribleness, there's still #18.
