Build lock

The build should use the reinstall generator feature not the install generator feature to do a locked install.

This feature is deprecated, but I realise that deprecation was itself altered by the later freeze deprecation.

In the mean time, the CLI can be updated to use the reinstall since the released generator version does not have reinstall deprecated, so we will keep reinstall around going forward instead.
