Fixed non-working yarn start:webbuild

I'm having a issue when I try start the webview via yarn. I get the following error:

$ node scripts/start-webview.js
Failed to compile.
Cannot read property 'indexOf' of undefined
error Command failed with exit code 1

I found that a parameter was set wrong and the babel presets options were not working
