use a 'false' starter to check if the application can be started #15

idea is to check if the resources are compliant with the application that the user wants to start, iaw the declared theoretical loading and the strategy requested.
raise an exception if ko.

a premise is done for non-distributed applications.
the future application load is tested against the nodes iaw a strategy.
