This deprecates the
--createflags fornbgrader assignandnbgrader autogradein favor of specifying assignments and students in thenbgrader_config.pyfile. I am leaving in the--configoption for the time being so that it can print a warning -- it won't work, but it will tell people what they need to do. Fixes #415
