I migrated the PyPI tests in .travis.yml to rely on GitHub actions.
As part of this PR and updating the GitHub action badge in the README.md, I also converted the README.rst file into README.md, and made it part of the python package in setup.py. I hope this is found acceptable, I think this change benefit myself who is far more proficient with Markdown than rST but also at 90%+ of the jupyter ecosystem community.
