single phase semantic solver by selecting correct package

work on gh-2 where we attempt to solve the `PipeOutputPackage` type by the input and output according the registered registries.

However, it may be required that we remove the `ISemanticRegistry` - it somehow negates pretty much as a registry as we already solve the pipes on their behalf (or at least duplicated the filter check)
