How are you able to say that this works for windows if Windows does not include rsync. Yes this is a Linux package, not a windows package. SCP is the only instance that can be installed. Are these libraries supposed to be added to the windows 32 directory? Could you add more documentation about how to download these for windows/os/Linux?

Also after installation, there is nothing that is self-explanatory about this application. On Windows, there is not a tab item suggesting anything for project sync. Is this supposed to be added to the project settings file? If so, can you give an example of what this needs to look like?

Unless there is more documentation and examples I will not use this plugin. Sorry, but this is still in development.

That is a fair point, the plugin in general works fine in windows (I use it every day), but the remote syncing will not work without rsync. I use cygwin to get access to rsync and scp, I'm sure there are other ways however.

I'm not sure what you mean about nothing being self-explanatory, the usage instructions are on the github page.

"On Windows, there is not a tab item suggesting anything for project sync" .. I'm sorry, I don't know what you mean by this. What is a tab item?
