ffmpeg have removed `libavcodec/vaapi.h` according to
https://code.videolan.org/videolan/vlc/-/commit/1ee376ac54fe5791f8bb36415e04f65d1165e37e

This patch cannot be picked in vlc-3x but it's possible to adapt something for vlc-3.x and ffmpeg5+

As we said, we won’t support full FFmpeg5 in 3.0.

So I don’t  think we will fix.
