What this PR does / why we need it:
Bumps fedora from 36 to 38 and uses the latest tag so we don't have to be updating it every time there's a new release

Fixes #1431

umm, I guess we dont want to tag the fedora with the image version?

@Itxaka good question, I don't know if there's any benefit unless a specific version is needed ... except for ubuntu, no other image even implies which distro version you're getting
