[Feature] Send messages selectively when sending mails

We have too many issue updates every day. I think it would be better if we had a choice when send emails, because some discussions are very important, while some are not. Is it OK to implement it through the comment area @oss-bot?

我们每天有大量的issue更新，我觉得如果发送邮件时有一个选择会更好，因为有些讨论是很重要的，而有些并不重要，实现方式通过评论区@oss-bot的方式是否OK？或者是否可以等回复数超过一个阈值(再把本次issue/PR的完整回复发一遍)，实现上可能有难度，仅是建议，也不会前端，很尴尬

1. Only send issue with specified label or title?
2. Send a summary report at fix interval?

Filter unimportant issues by filtering tags for issue name.

I think we can make the rule config file. For user to make their own rule of which message should be send by the bot.
