installation not working with system default python #2

when I installed adrt using system default python, it seems there are errors because I cannot run pytest:

However, if I use python in anaconda to install adrt, then it can pass those tests.

Hmm, this definitely shouldn't be happening. I'm guessing this is a downstream consequence of #1. It's possible as part of that it only installed an empty package if the build didn't go correctly. Maybe if we can fix that this will also be resolved.
