populate keywords

please work with @raisserafael to populate the structured GeoSAFE keywords in all the GeoSAFE layers - many are now missing these

This is done.

• All impact analysis are not automatically assigned the proper keywords. They generally are classed as Human Health and Safety.
  Users need to curate them and assign the proper keywords for GeoSAFE
  

• When users upload layers they also need to ensure that the metadata stipulates wether it is Hazard, exposure etc until a time when InaSAFE automatically does it for users.
