maybe I just haven't found it - a method to place an axis either parallel to a plane with an offset or coincident with the plane.

I see that an offset must be done via a separate constraint. Therefore for planes there are planeParallel and planeCoincident. So for axis on plane there must be

  • axisPlaneParallel
  • axisPlaneCoincident

And the new axisPlaneCoincident must also offer an offset.

OK, let's keep it simple. The existing axisPlaneParallel constraint just need an offset.
