epic: Enhancement Proposal Process

This Epic is to track the implementation of an enhancement proposal process. When complete the kcp project and subprojects should have a template to create new enhancements from, a repository that stores enhancements, and a clear set of approvers that are responsible for review and feedback.

• Create new enhancement proposal repository and move https://github.com/kcp-dev/kcp/blob/main/docs/enhancements/0001_project_enhancements.md to the repository
• Create enhancement proposal template
• Document mechanics of proposal approvals including presentation at community call or sig calls, responsible parties for review, and phases that lead to acceptance or rejection of proposal
