Decide on front-end frameworks and libraries to use.
Look at VueJS, Bootstrap 3/4, useful npm packages if we're using npm.
Assuming we will not use webpack or similar tools.

I estimate this taking 3 hours (to do a quick research, code the visual design into HTML and get the 3rd party libraries (Vue/Vue-router) to work).
