пример , Гусевский район, Гусевское городское поселение, Гусев, улица
вариант 100% попаданий не вижу, варианты:

ГО like '%' + город + '%'
~~совпадение границы города и ГО~~
обязательно город пространственно внутри ГО

не забыть про Питер и Москву
