Standard URIs for IPFS resources

• Written CIDs maintain the same URI format as previously (multiaddresshttps://github.com/multiformats/multiaddr)
• Read CIDs are compatible with both formats (RFC3986 and multiaddress) when retrieving content

All the IPFS URIs we have been using since v1 do not conform with the RFC3986 specs for URIs.

It should be relatively easy to fix, and we could even have a fallback for backward-compatibility.
