+ Rewrite it in powershell. + Install portable git and python installation if not exists. + Configure the scripting project with virtualenv to allow interacting with the ko cli.
Will rewrite it later in python.

Description
This PR is WIP for start to write python scripts for portability and simplicity.
config.cmd is now rewritten in powershell and install portable git and python installation if not found.
