It should be possible to set DEFAULT_CONTENT_LENGTH in the environment and have kc_environ.py apply the setting. Currently, it comes from common.py

kobocat/onadata/settings/common.py

Lines 444 to 445 in 7448f30

# default content length for submission requests
DEFAULT_CONTENT_LENGTH = 10000000
