If I rely on intel oneAPI image, I got the "llvm-foreach not found" issues. So, for the moment, build tests target on Ampere with SYCL backend. |

Resolves #25.
Cherry-pick from the previous PR (#24) by manually merging the modifications. Because of the breaking changes in PR (#30), I made a new PR. The README should be updated to claim the oneMKL support.
