vcpkg branch is based off microsoft/vcpkg@0e2a0e0 which is from November 1.
Various python modules updated:
Update pyinstaller to 6.1.0, pysqlite to 0.5.2, psycopg2 to 2.9.9, pyodbc to 5.0.1
