[proposal] koordlet compatibility the existing K8s Guaranteed Pods with static policy

compatibility with the kubelet cpu manager policy

Is there a suggested solution, if so, please add it:
koordlet implements Koordinator QoS CPU Orchestration about the existing K8s Guaranteed Pods with static policy, details in the Fine-grained CPU orchestration#koordinator-qos-cpu-orchestration-principles:

• The K8s Guaranteed Pods already running is equivalent to Koordinator LSR if kubelet enables the CPU manager static policy.
• The K8s Guaranteed Pods already running is equivalent to Koordinator LS if kubelet enables the CPU manager none policy.
