This is pretty much a direct c&p of the necessary syslog handling (paulk's work, I believe) from 1.3.2 to a branch cut from the release/0.8.15 tag.
It should be a drop-in replacement for 0.8.15, with the only functional changes additive, if you use the necessary args.
