This commit updates wasmtime in CI to 16 and fixes
c2w-netto migrate into the new CLI syntax of wasmtime >= 14.When the user uses wasmtime < 14,
c2w-netrequires--wasmtime-cli-13flag for using wasmtime's old CLI syntax.
