This blocking presubmit has been failing since ~5p pst.
sig-federation is debugging.

failing again for #46734. It was passing before with the same PR.

Going to remove this from the blocking list until we clear the 1.7 PRs: kubernetes/test-infra#2960

Waiting on fix here: #47600 to be merged, then recycle of clusters will be necessary by federation build-cop.
FWIW: Last 4 disables of this suite were not related to federation bugs or flakes.
