CI: Add newline to end of translation files #17724

Most IDEs add a newline character to the end of the file, but our automation wasn't adding a newline character to the end of the translation files, so every time someone updated the translations an automated PR would be generated after to strip the newline character.

Based on the POSIX definition of a file it should have a newline at the end of the file anyway.
A sequence of zero or more non- <newline> characters plus a terminating <newline> character.
