fix bug in skip_initial_status #856

I have found a bug in in the merged PR that introduced the skip_initial_status feature. This bug unjustly leaves conditions stagnant when this feature is enabled in a custom plugin configuration. The root cause is that the conditions for the plugin aren't properly initialized. The PR implies that when skip_initial_status is set, the initialConditions function is called. As a result, custom plugins with skip_initial_status work correctly.

Hi @levaspb. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
