We seem to break the build scripts on OS X not infrequently. It'd be nice to have some sort of CI to detect this before developers do.

Also probably useful to run a smoke e2e test.

* Updates documentation and backup changes

Now our cluster contains multiple nodes with a SSD mounted on each node.
This SSD is used for /home/jenkins/.cache/ on build node such that we
can cache git and bazel builds. The number of build pods is limited to
the number of nodes in the cluster.

* Disabling User restriction as it does not work.
