Combine act+proc setup and running. Add a "no error" flag `ne` so the actions and procedures that intentionally generate errors are not created.

This backports the updates to the stress tool that added procedures to
release-0.8. Using it this afternoon, seems fine.Only changes to product code tweak some error messages to reflect actions vs procedures, and a minor optimization to
UnmarshalMapWithoutFloat(used by cli) with no actual change in behavior.
