Gen 1 Yellow Eevee Legality

Describe the problem
Eevee (and evolutions) from Yellow are returning legality error with their default catch rate (45) due to their learnset from Yellow matching Gen 2 if AllowGen1Tradeback is enabled, with legality thinking the Pokemon are from RB. If Catch Rate is set to 0, then it is seen as legal due to it seeing the Eevee as one from GSC.

If AllowGen1Tradeback is disabled, then the legality report brings the expected result of the Eevee being from Yellow.

Yellow Eevee Legality.zip

Eevee and its evolutions are in the provided zip. Load these with a save file from Yellow, they are the gift Eevee from Celadon City.

Expected behavior
If AllowGen1Tradeback is enabled and catch rate for Eevee and its evolutions is 45, would expect the legality report to say the Eevee is from Yellow, just like if the setting is disabled.
