We still didn't fix all of the places where Trilinos_DIR was being set to /lib vs /lib64.
We are passing the Trilinos_DIR into MATAR so that we can link against the exact same build of Kokkos when we build MATAR instead of building our own. But we forgot to update that spot.
Also, we are adding back in the submodule checkout code.
