stdf_scan

Add STR and PSR to libstdf(https://sourceforge.net/projects/freestdf/)
Note:

1. There is not a fully support for STDF-v4-2007, it just add read STR and PSR to freestdf.
2. Those code can't work alone, you should download freestdf lib first, then overrite related code with my change
