I think we'd have to change World's calls and access control, deployer and worldgen
Thanks for flagging. I was thinking of showing people how its implemented
(which i think we should do in the docs most features related to the world
-- it's so concise and makes it easy for folks to understand the
internals), and maybe giving a sketch of a way to change it, but I agree
that it seems very deep in the protocol.
