It would be nice to have an additional level of hierarchy between notbook and note, similar to OneNote "page" which is probably not the best word. I would name it chapter or section (or sub-book).
It would be easier to organize (and find) numerous notes by grouping them together and avoid a large number of notebooks.
E.g. you could have a structure like
CountryInformation (notebook)
EuropeanCountries (chapter)
Austria (note)
Germany (note)
....
AfricanCountries (chapter)
Cameroon (note)
Egypt
....
....

instead of having a separate notebook for every continent.
