Aquatica version 1.3 by Moobien

Closes ldtteam/minecolonies#9932 (at least the original report, not the report about Byzantine)

Proposed changes

Version 1.2

  • Compartment upgrade rotation fixes
  • TH Builder - minor deco rework lvl 1-5
  • TH minor deco work on builder section
  • Supply Ship update
  • Add placeholders to mitigate flooding if town hall and mine are built in different order

Version 1.3

  • Kitchen preparations:
    • The existing restaurant is marked invisible, to be retired later
    • There is a new restaurant, a matching baker, and a kitchen
