If the configuration file doesn't load, the entire site just gives empty responses as opposed to dying nicely. Not sure why, considering that putting error "whoops!" in app in Site.hs works fine. Mumble IO?

Produce a real error message when loading config fails (closes #9)

We do this by using config `seq` return, so we have to actually run
the configuration before generating the App value.
