As there were notifications for every added idea or comment in one of the participations for all followers of a project, there were much too many notifications. Now, only the creators of an idea are notified when someone adds a comment to it.
Adds a new notification from an action in A4 informing about a soon to follow phase start. Renames and wording changes to adapt phase end notification to same scheme.

This management command is added to produce actions for phase starts that are shown in the action lists and will trigger notifications. These management commands have to be run manually: - local: python manage.py create_offlineevent_system_actions - server: add 'create_offlineevent_system_actions' to 'hourly_manage_task' in pillar
