When an interface is deleted and recreated, we didn't detect any change and just updated its index. However, the handles we had on this interface are now invalid. Ensure the interface is correctly reinitialized in this case. Fix #490.

[LLDPD] fix to port remove and immediately create a problem - on delete link events it will immediately execute delete without using aggregate events mechanism. This patch was added to LLDPD on this PR: lldpd/lldpd#492 Signed-off-by: tomeri <tomeri@nvidia.com>
