Similar to #504 but affecting URIs with slahes in them.
Example:
http://lobid.org/resource/HT001898812
containing the item uri:
http://lobid.org/item/HT001898812%3ADE-5%3A71/6301%20(2)%20%232

TODO: use urlPathSegmentEscaper instead of urlFragmentEscaper.
