Allow enabling continuous detection of hardcoded strings

Right now hardcoded string extraction is in beta, so it's safer to make continuous detection disabled by default to make sure that extension won't intrude into the developer's workflow.

Let's add a simple configuration for automated detection of hardcoded stings from #522 -- disabled by default, but could be enabled manually.
