Arduino + Platformio CI Tests (matrix builds)

This adds 3 separate workflows ArduinoBuild, PlatformioBuild and IDFBuild

The existing build using Arduino CI has been kept as is.

On push/pull-request, each workflow will create parallel jobs to test different boards.
