The new init will only run in the "normal" mode, not in Charging or Discharged modes

This PR will implement the dev_3.2_shutdown branch.
It will thusly incorporate a better bootup procedure that, for example, only enables WiFi and pinging in the right mode.
If the weapon is severely discharged or in charge mode, WiFi etc. will be kept disabled.
A reboot to enter discharged mode has also been added. Yay for battery safety :>
