Round 2 of MIG migrations was deemed successful, and we can now migrate the rest of the standalone sites to MIGs. Also, DEL01 is being retired as part of costs savings, so the commit retires that site as well.

Round 2 of MIG migrations was successful and performance seems essentially the same. This PR retires all of the standalone VM sites from round of MIG migrations.
Additionally, this PR retires site DEL01, which is a TATA site. DEL01 is busy, but this is an expensive site, and we can consider that it was replaced by the new Jio site in DEL.
