Also we provide this service for backward compatibility in the move_base_legacy_relay script.

* feat: Add service to refine the given plan
 - It checks if there is any obstacle along the path and tries to find
   an alternative plan around it using the current global planner of the
   navigation server

* refactor: Use proper frame id for the refined plan
 - minor style fix
