Red unread indicator was too scary. Likewise for the red error message. If the user has decided to deny the browser permission, it does not really break Mastodon, it just means one function does not work, which warrants a warning (yellow). Also, once the browser permission is in "denied" state, requesting permission does not work at all, so the message should not be clickable.
Also, since all settings are shared between different browser sessions, I feel like changing desktop notifications settings does not make sense unless the current session has the required permissions. So those settings are greyed out otherwise.
The more visible banner drives attention to why this permission is needed without feeling threatening like a red error message.
We were also missing notification controls for the
statusnotification type from #13546
